Directions from packaging:

Use on clean lips. Step 1 - Paint for Lips: For long lasting color, apply a thin even layer of Paint for Lips, then wait until it dries completely, a minute or so. Step 2 - The Moisturizing Top Coat For moisture and shine, apply the Moisturizing Top Coat over the Paint for Lips. You can reapply the Top Coat as often as you like throughout the day, to refresh both feel and shine. To remove Lipfinity Lustres, use the Max Factor Remover for Long Lasting Make-up or an oil-based make-up remover. For optimal performance from Lipfinity Lustres, use both the Paint for Lips and the Moisturizing Top Coat together. Using the Top Coat on other lipsticks will not give you long-lasting results.
